On September 15, 2011, the Canadian government's Centre for Excellence in Corporate Social Responsibilty held a workshop with John Ruggie entitled, 'Implications of the Guiding Principles for the Implementation of the UN Framework for CSR in the Canadian Extratcive Sector.' La Commission de transition pour la Convention-cadre de l’ONU sur les changements climatiques (CCNUCC) se réunit ce mois-ci en Afrique du Sud au milieu d’une agitation grandissante causée par le rôle trop influent de la Banque mondiale concernant les nouveaux fonds de l’ONU pour les changements climatiques. Les Fonds d’investissement climatiques (FIC) de la Banque mondiale ont fait l’objet de critiques et de contestations de la part des OSC. Selon Eurodad, seulement 1/6e des FIC sera versé sous forme de subventions, la majeure partie des FIC étant allouée sous forme de prêts préférentiels. Tel que pointé par le Mouvement mondial pour le Développement, ces prêts ne feront qu’alourdir le fardeau de la dette des pays les plus démunis, violant ainsi « le principe fondamental d’une justice climatique, à savoir que les pays riches doivent payer pour les dommages qu’ils ont causés.»

La sélection du directeur général semble emprunter le sentier rebattu qui assure aux pays les plus riches du monde le contrôle du FMI. Le Fonds s’est engagé à plusieurs reprises à procéder à des réformes de gouvernance et le Groupe de travail du G20 sur la réforme du FMI a réitéré récemment sa demande d’un processus transparent et fondé sur le mérite. Mais l’Europe et les États-Unis contrôlent toujours plus de 50 % des votes du FMI. Suivant un vieil accord non écrit donnant aux Européens la direction du FMI et aux États-Unis la présidence de la Banque mondiale, les USA se sont refusés jusqu’à présent à soutenir un rival face au candidat de l’Europe à la direction du FMI.

The candidates being considered for International Monetary Fund’s new boss do not inspire much hope for an institution in need of credibility. Much of the media’s focus has been on the nationality of the candidates rather than on which capabilities are needed to address the IMF’s major challenges: shifting to a more flexible policy orientation and adapting to a changed global economy.
